In September 2021 he was appointed as the joint chair of North Tees and Hartlepool NHS Foundation Trust and South Tees Hospitals NHS Foundation Trust.[10]

In February 2022, six members of North Tees and Hartlepool NHS Foundation Trust’s board resigned and calls were made for Professor Bell to also resign. [11]

An investigation was commissioned by NHS England and a summary report published in January 2023.[12] While concluding that members of the North Tees and Hartlepool NHS Foundation Trust board had disrupted attempts to merge its leadership with another provider, the summary report was also critical of Professor Bell and ‘assumptions [he] made about organisational and individual positions which were not all accurate’.[13]

On 14 February 2023, it was reported that the Chief Executive of North Tees and Hartlepool NHS Foundation Trust announced her resignation.

On 26 February 2023, it was revealed that the government had been called on to release the full report commissioned by NHS England and the actions of Professor Bell.[14] As of September 2023, the full report had not been published

Professor Bell remains on the General Medical Council register .
