In February 2020, it was officially announced that N. T. Rama Rao Jr. and Trivikram Srinivas would be coming together for a second film tentatively titled as NTR30 with producers S. Radha Krishna and Kalyan Ram under the banners Haarika & Hassine Creations and N. T. R. Arts.[3] However, the film was later shelved in early 2021.

In April 2021, it was announced that instead Rama Rao and Koratala Siva would be collaborating for a second time for NTR30 with a tentative release date of 29 April 2022.[4] However the film was delayed due to the filming and post-production of RRR.

In May 2022, the rest of the crew was announced with Anirudh Ravichander composing the soundtrack, along with R. Rathnavelu and A. Sreekar Prasad handling cinematography and editing while Sabu Cyril was brought on board for the production design.[5][6] However the start of production was delayed further due to unknown reasons.

In December 2022, it was announced that filming would commence from February 2023 with a tentative release date of 5 April 2024.[7][8]

In February 2023, Rama Rao stated that the film would be officially launched later that month with filming commencing in mid March.[9][10] I

n March 2023, it was announced that Janhvi Kapoor was cast aside Rama Rao as the female lead.[11][12] Due to the Oscars campaign for RRR, the film was further delayed with it officially launching on 23 March 2023.[13]

In April 2023, it was announced that Saif Ali Khan was cast in the film.[1]

In May 2023, the film's title was officially announced to be Devara.[14][15]

In June 2023, it was announced that Shine Tom Chacko was cast in the film.[2]

On October 4, 2023, the team officially announced that the film will be releasing in two parts.

Principal photography commenced in late March 2023 in Hyderabad.[16][17][18] In June 2023, a schedule was wrapped up in Hyderabad.[19] It was reported that an action sequence was shot in extreme low light.[20]
