Frank Hester

Frank Xavier Hester OBE (born 1966) is a British businessman, and the founder and CEO of software company The Phoenix Partnership. He is one of the largest ever donors to the UK's Conservative Party, having given £5 million in summer 2023.[1]

Hester grew up in Armley, a district in the west of Leeds, West Yorkshire.[2]

In the 2015 New Year Honours List, he was awarded an OBE for "services to healthcare".[3]

As of 2023, the Sunday Times Rich List estimates his net worth at £415 million.[1]

In September 2023, he donated £5 million to the UK's Conservative Party[4] and payments worth £135m since April 2020 were found to have been made to his company by the Department of Health and Social Care, the majority for work under the GP IT Futures framework.[5]
