Wallace was born in Martins Ferry and raised in Eastern Ohio. He earned an engineering degree from the Ohio State University.[2]
He entered the United States Navy. Around 1975 he began working in the nuclear power and submarine communities.[1]
He served on different submarines: on the Lafayette-class ballistic missile submarines USS John Adams (SSBN-620) and USS Woodrow Wilson (SSBN-624); on the Sturgeon-class nuclear attack submarine Spadefish as Executive Officer; from 1990 to 1992 he commanded the Los Angeles-class nuclear attack submarine USS Houston (SSN-713).[1][3]
During this last mission, he collaborated with the United States Navy SEALs community[1] in the development of SEAL/submarine tactics.
