Krach Institute for Tech Diplomacy at Purdue

The Krach Institute for Tech Diplomacy at Purdue is a technology policy institute.[1][2] With headquarters in West Lafayette, Indiana, and Washington, D.C., the global and nonpartisan Krach Institute invented a new category of diplomacy called “tech diplomacy” that integrates tech expertise and high-tech business strategies with traditional foreign policy tools to safeguard technology from techno- authoritarian threats.[3]

The Krach Institute for Tech Diplomacy combines Purdue University’s expertise in technology, innovation, and education, with its members’ experience in the tech industry, national security, and policymaking to train business leaders, technologists, and the global foreign policy community in the field of tech diplomacy[4] including Atlantic Council for the Global Tech Security Commission,[5] Bipartisan Policy Center for national security briefings,[6] and Opportunity International for the Trusted Tech Microfinance Initiative.[7]

Founding and history

The Krach Institute for Tech Diplomacy at Purdue was founded as the Center for Tech Diplomacy at Purdue in 2021 by Chairman Emeritus of Purdue University's Board of Trustees Keith Krach and the current President of Purdue University, Mung Chiang.[8][9] During his tenure as U.S. Under Secretary of State, Krach appointed Mung Chiang as the U.S. State Department's Science and Technology Advisor. [10]

The Institute's primary focus on technology security arises from Under Secretary of State Krach's mission to develop and implement a U.S. global economic security strategy (GESS) aimed at driving economic growth, enhancing national security, and countering authoritarian techno-economic aggression. [11] [12] [13] The Institute's principles centers on the "Trust Doctrine," a framework created by Krach and his team, which led to his 2022 Nobel Peace Prize nomination for its role in countering techno-authoritarianism, safeguarding global economic security, defending Taiwan's democracy, and championing human rights.[14] [15]

The Center was relaunched as the Krach Institute for Tech Diplomacy at Purdue on April 5, 2022,[16] at a ceremony attended by government, business, academic, and civil society leaders.[17] The day after its launch, the Biden Administration’s Coordinator for Indo-Pacific Affairs on the National Security Council Kurt Campbell said the State Department leaders look forward to building on their relationship with the Krach Institute and offered White House support for the Institute and its mission of ensuring that leaders of the United States and like-minded nations harness critical emerging technologies to advance freedom.[18][19]

On June 15, 2023, the Krach Institute for Tech Diplomacy hosted Taiwan’s Representative to the U.S., Ambassador Hsiao Bi-khim, at the Krach Leadership Center at Purdue. During her visit, the Institute’s CEO Michelle Giuda signed a Memorandum of Understanding (MOU) with the National Chengchi University (NCCU). Another MOU was signed by the Institute’s Chairman Keith Krach with National Yang Ming Chiao Tung University (NYCU).[20]

Tech freedom awards

At the inaugural Tech Freedom Awards, held on September 15, 2022, the Krach Institute for Tech Diplomacy at Purdue recognized the longest-tenured NASA Administrator Daniel Goldin and the telecommunications company Africell for advancing freedom through trusted technology.[21]

On August 10, 2023, Keith Krach presented the Tech Freedom Award to Taiwan’s President Tsai Ing-wen in honor of her contribution to tech diplomacy and commitment to advancing freedom.[22][23]

At the joint press conference with President Tsai, Krach announced the launch of the Taiwan Center for Innovation and Prosperity at the Krach Institute to bolster Taiwan's prosperity, international standing, and sovereignty.[24]

Training programs

Tech Diplomacy Training Programs

In partnership with Purdue University, the Krach Institute for Tech Diplomacy develops curriculum and training programs for emerging tech sectors and effective Tech Diplomacy skills vital to U.S. foreign policy and national security interests.[25]

Strategic initiatives

Global Tech Security Commission

On May 25, 2022, the Krach Institute for Tech Diplomacy at Purdue and the Atlantic Council announced the launch of the Global Tech Security Commission to safeguard freedom from technological authoritarianism. The Commission is co-chaired by Keith Krach and Kersti Kaljulaid, former President of Estonia.[26][27]

Trusted Tech Microfinance Initiative

On May 24, 2022, the Krach Institute and Opportunity International launched the Trusted Tech Microfinance Initiative, devoted to closing the digital divide in low-income countries through the adoption of trusted technology..[28]
