Rugigana Evariste

Rugigana Evariste (born April 17, 1982) is a Rwandan economist and politician.[1]

Evariste has been director general of Rwanda Utilities Regulatory Authority (RURA) since September 3, 2023. He is mandated by the Rwandan Law N° 09/2013 of 01/03/2013 to regulate public utilities including setting up guidelines to implement laws and regulations in force and ensuring compliance by public utilities with the provisions of law and regulations governing the regulated sectors in an objective, transparent and non-discriminatory manner.[2][3][4] Prior to appointment he served as Director of Rwanda Cabinet at the Office of the Prime Minister Edouard Ngirente from April 2018 to September 2023.[5][6]

Early life and education

Evariste was born April 17, 1982 in Mbarara, Western region of Uganda. After attending primary school locally Evariste joined Makerere High school and graduated with high school Diploma. He was then admitted to Makerere University, Uganda where he graduated with bachelor's degree in Economics from same institution in 2006. In 2011, Evariste further enrolled for a post graduate diploma in Project Planning and Management from Maastricht School of Management, Netherlands, and graduated in same year. In 2013, he got master's degree in economics from National Graduate Institute for Policy Studies, Tokyo, Japan.[7]

Career

Evariste started his career as an assistant lecturer at University of Rwanda in 2007. In 2009 he moved to serve as a tax revenue officer at Rwanda Revenue Authority until 2010. In 2010, Evariste was appointed as Economic Policy Analyst in Rwandan office of the Prime Minister by then Bernard Makuza until to October 2013 which he was promoted by Rwanda Cabinet meeting in 2014 to work as an Economic Advisor to the Prime Minister by then Pierre Damien Habumuremyi and later Anastase Murekezi until June 2016.[8][9]

Evariste joined USAID for one year from June 2016 to May 2017 as Rwanda's country representative for East Africa Trade and Investment Hub, a US government flagship project (2014–2019) under the presidential Trade Africa initiative, which worked to increase U.S-Africa trade and investment, regional integration, and competitiveness.[10][11][12]

Evariste returned to the office of prime minister in June 2017, to work as senior economic advisor before he was appointed by president Paul Kagame in April 2018 as Director of Rwanda Cabinet Affairs in the office of the Prime Minister Edouard Ngirente, serving until September 2023.[13][14][15] On September 3, 2023, Evariste was again appointed by president Paul Kagame as Director General of Rwanda Utilities Regulatory Authority (RURA), the internationally recognized Rwandan government's effective regulatory agency in ICT, Postal services, Energy, Water, Sanitation, Transport, and Radiation Protection.[3][16] [17]He is also one of the Executive Council members of the Energy Regulators Association of East Africa (EREA).[18]
