Perhaps from Proto-Mongolic *huxur (“grave”) (Middle Mongolian هوور‎, Mongghul fuuri) +‎ -хай (-haj) if this reconstruction is valid, that is if given cognates don't derive from *hexür (“nest”), for which see үүр (üür).
