From the root ב־ק־ר (b-q-r), which appears only in piʿel: בִּקֵּר ([he] inspected). Compare its semantics with that of Arabic طَلَعَ (ṭalaʿa, [a heavenly body] has risen; [a spadix of a palm-tree] has burst out of its spathe) whose corresponding form-III verb is طَالَعَ (ṭālaʿa, [he] inspected).
