Uncertain. Possibly from a Slavic skutŭ, or from Vulgar Latin *scuticum, from Latin stucia (“a leather lash, whip”), probably confused with derivatives of cutis (“leather”) (compare cutica). Therefore, the meaning could have changed from a leather belt to that of fabric or cloth in general. Cognate with Romanian scutec.
