Most likely from Russian витебля́нин (vitebljánin, “citizen of Vitebsk”), because in the 19th century many Belarusians and Russians came to Estonia from there.
Less likely from Russian ты бля (ty blja, “you whore”), a vulgar colloquial form of address.
