Etymology
toe + tapper. The sense "a joke" derives from the practice of tapping one's toes to indicate pleasure; compare toe-tappingly.
The sense "closeted homosexual who solicits gay sex" derives from the 2007 Larry Craig scandal [1] in which then-Senator Larry Craig of Idaho was arrested after tapping his toes in a men's restroom, [2] an action seen as covert solicitation of sex.[3]
