Cambodia–Ukraine relations

Cambodia and Ukraine established diplomatic relations on 23 April 1992. Ukraine maintains a non-resident embassy in Bangkok, Thailand.[1]

History

The relations between Cambodia and Ukraine at the beginning of Russo-Ukrainian War were strained, because Cambodia backed Russia at the United Nations and voted against United Nations General Assembly resolution 73/194 on December 17, 2018 in response to Russian activities in Crimea and the Kerch Strait incident.[2]

Despite the initial setbacks, relations grew strong in the aftermath of the Russian invasion of Ukraine when relations between Cambodia and Russia began to sour in March 2022 after Hun Sen condemned Russia for invading its neighbor, Ukraine and the country voted in favor of a UN resolution.[3] Sen even compared Russia's invasion of Ukraine to Cambodia being invaded by Vietnam, an ally of the Soviet Union, from 1979 to 1989.[4]

It has been alleged that Cambodia's foreign ministry wanted to remain strictly neutral and abstain at UN votes, similar to Vietnam and Laos, in the days after Russia invaded Ukraine on February 24 last year but Hun Sen intervened and ordered his diplomat at the UN to co-sponsor a resolution condemning Moscow.[5][6]

Cambodian experts have been dispatched to Ukraine to help clear landmines.[7]
