On 27 July 2023, the United States Department of State approved a possible sale of 21 AAV-7A1 vehicles in three configurations to Romania. This sale includes M2 Browning heavy machine guns, M240 machine guns, Mk 19 grenade launchers, M36E T1 Thermal Sighting Systems, as well as other related elements and logistical support. The total estimated value of the orders is 120.5 million dollars.[149][150]

On 23 September 2022, the then Minister of Defense Vasile Dîncu visited South Korea and signed a letter of intent to strengthen defense cooperation.[156] Besides the K9 howitzers, an investment in the local production of powder was also in discussion. In this regard, a memorandum was signed between Romarm and Hanwha Aerospace on 6 February 2023.[157] Romania is to equip 3 battalions of self-propelled howitzers.[117] The program is divided in two stages: the first will include 3 systems, while the second will include another 2 systems. Each system consists of 18 self-propelled howitzers.[155] In September 2023, it was reported that three offers will compete in the program: the K9, the T-155 Fırtına, and the Panzerhaubitze 2000.[158]

In the first phase, 32 aircraft along with engines, logistical support, pilot and technical staff training and flight simulators, will be acquired for $6.5 billion. Another 16 aircraft will be purchased in a second phase.[159]
M1 Abrams  United States Main Battle Tank M1A2R[161] 54[162] Romania is to purchase one battalion of 54 tanks and 12 tank-chassis derivatives in the first stage of the "Main Battle Tank" program.The estimated cost is around 1 billion euros.[163] The order might increase to 300 main battle tanks, however, this does not necessarily mean that they will be Abrams tanks. Other offers might include the Leopard 2 or the K2 Black Panther, with the South Koreans also offering an active cooperation with the Romanian defense industry.[162][164]

Both Blyth and Ramsey were decommissioned in a joint ceremony at Rosyth on 4 August 2021.[173] Following a refit by Babcock both vessels were initially earmarked for the Ukrainian Navy to "enjoy a fresh lease of life in the Black Sea".[174][175] In October 2022 it was reported that both ships would be transferred to the Romanian Navy instead.[176][177] In September 2023, it was announced that Pembroke has also been sold to the Romanian Navy and will be transferred during spring 2024.[178][179]
Scorpène-class submarine  France Submarine 2 Romania is considering purchasing Scorpène-class submarines from the French, the value of the contract is 2 billion euros.[180][181]

Unmanned Aerial Vehicle 21 The Israeli company Elbit Systems proposed the production of Watchkeeper X drones in Romania. Romania is to acquire 7 systems, with a total of 21 drones.
