João Galamba

João Saldanha de Azevedo Galamba (born 4 August 1976) is a Portuguese economist and politician. A leading member of the Socialist Party, he was a deputy to the Assembly of the Republic and vice-president of the parliamentary group. In previous governments, he served as Assistant Secretary of State for the Environment and Secretary of State for the Environment and Energy. He currently serves as Minister of Infrastructure in the XXIII Constitutional Government of Portugal, following the resignation of Pedro Nuno Santos.[1][2][3]

Political career

Before accepting the position of Secretary of State, he was vice-president of the Parliamentary group of the Socialist Party, and served as a deputy from 2009 until 2019.[4] According to the biographical note on the Parliament website, he worked at Santander Group, in the consultancy DiamondCluster International, in the Portuguese Presidency of the Council of the European Union and in the Mission Unit for Integrated Continuous Care.[5]

In 2014, as a deputy in the Assembly of the Republic, Galamba warned José Sócrates that he would be the target of “anything against him very quickly”, a warning that referred to Operation Marquês.[6] In 2018, he stated before Parliament that the accusations of corruption and money laundering against the former prime minister shamed “any socialist”.[7]

He was chosen to be Deputy Secretary of State and Energy in the second Government of António Costa.[8] In António Costa's third government, he remained Secretary of State for Energy and the Environment.[9]

As Secretary of State, he was involved with the Public Prosecutor's Office, which investigated alleged irregularities in the concession for the exploration of lithium in Montalegre.[10] He defended that “he would have committed a crime” if he had reversed the order that reported the approval of the concession of research and exploitation of lithium to LusoRecursos, and said that he did what he had been asked to do.[11]

Following a broadcast of the program Friday at 9, he wrote on his Twitter page that the program was “manure” and a “disgusting thing”,[12] he received criticisms and condemnations from RTP and the Union of Journalists.[13]

After the resignation of the Minister of Infrastructure and Housing, Pedro Nuno Santos, António Costa appointed him as Minister of Infrastructure.[14][15] is choice provoked harsh criticism from the opposition: the leader of CHEGA, André Ventura, considered his appointment as "an affront to Justice, the Rule of Law and the country";";[16][17][18] The president of the Social Democratic Party, Luís Montenegro, considered that António Costa went "to the bench".[19]

Regarding his participation in the media, he was, from 2013 to 2018, a commentator on the socio-political debate program Sem Moderação - then broadcast on Canal Q and TSF and made available on the SAPO portal - where he worked until he joined the second government of Antonio Costa. Pedro Delgado Alves , also from the PS, replaced him in that place.[20]
