Upcoming Special Geographic Area plebiscites

Plebiscites are set to be held in the barangays of the Special Geographic Area (SGA) of the Bangsamoro autonomous region of the Philippines. The vote is to ratify or reject bills by the Bangsamoro Parliament to create eight new municipalities out of the SGA barangays situated in Cotabato, a province which is outside the jurisdiction of Bangsamoro.

Special Geographic Area

The Special Geographic Area (SGA) comprise of 63 barangays in six municipalities in the Cotabato provinces which opted to be included in the Bangsamoro Autonomous Region in Muslim Mindanao during the second part of the 2019 Bangsamoro autonomy plebiscite.

The barangays were made part of the Bangsamoro autonomous region, while its mother municipalities and Cotabato province itself remain part of Soccsksargen (Region XII).

It was by March 2020, the 63 barangays had already been grouped into a Special Geographic Area.[1]

On August 17, 2023, the bills consolidating the barangays into 8 municipalities were approved by the Bangsamoro Parliament,[2] a signature of the Chief Minister and plebiscites in the barangays are still pending.

Conduct of the plebiscite

The Bangsamoro government plans to hold the plebiscite for the ratification of the bills alongside the 2023 barangay and Sangguniang Kabataan elections on October 30, 2023.[4] However such plan is considered as impossible by the Bangsamoro office of the Commission on Elections due to time constraints.[5][6]
