Etymology

Possibly phono-semantic matching of Kra-Dai substrate words. Shao (2015) proposes that 雲 is cognate with Zhuang vunz (“person”) and 浮 is cognate with Zhuang faexbaeuz (“Pleioblastus amarus”, a plant commonly found in the area, known as 苦竹 in Chinese), so 雲浮 may mean "the people who plant Pleioblastus amarus". Note that many places have names containing 雲 as the first character in western Guangdong.
