From Old Turkic 𐱅𐰇𐰼 (törü, “custom, law, statute, tradition”), from töri- (töri-)/törü- (törü-, “to spring up, to be created, to be arranged, to take shape”). Akin to Mongolian төре (töre). See more at töz.
