Planning for Recovery & Transition
Discharge is the process of moving people from temporary shelters back into the community for permanent placement during the recovery and transition phase of an emergency.
Discharge planning must begin before the emergency occurs to ensure the involvement of all necessary partners. By planning ahead, emergency management officials can ensure that the health of vulnerable older adults does not deteriorate (especially if they have to stay in shelters for long periods) and that older adults are not released into the community before proper support systems are in place.
