  • At the Intersection of Public Health and Transportation: Promoting Healthy Transportation Policy

The US transportation system consists of a complex array of roads, highways, bridges, ferries, ports, public transit, and bike and walking paths that allow people and goods to get from one place to another. These systems, along with their design and construction, help shape communities and affect the health of the people who live, work, and play in them. Transforming the current system to achieve transportation policy that helps to improve public health and safety will require a convergence of many disciplines, such as public health, planning, engineering, and environmental studies. Because of the significant effect of the built environment on health and the direct effect that transportation decisions have on land-use and community design, public health practitioners have a critical role to play to achieve this transformation. This report is intended for the public health community. It provides evidence-based information about how transportation policy and practice affect public health. It describes federal transportation policy and how to smartly use our transportation dollars to move commerce and people from place to place while building healthier communities. Finally, it introduces Transportation for America (T4America), a national grassroots coalition working to transformational transportation policy.

  • Channeling Change: Making Collective Impact Work

This follow-up on the popular 'Collective Impact' article provides updated, in-depth guidance. In the winter 2011 issue of Stanford Social Innovation Review we introduced the concept of “collective impact" by describing several examples of highly structured collaborative efforts that had achieved substantial impact on a large scale social problem, such as The Strive Partnership educational initiative in Cincinnati, the environmental cleanup of the Elizabeth River in Virginia, and the Shape Up Somerville campaign against childhood obesity in Somerville, Mass. All of these initiatives share the five key conditions that distinguish collective impact from other types of collaboration: a common agenda, shared measurement systems, mutually reinforcing activities, continuous communication, and the presence of a backbone organization. This post describes and discusses those five conditions and other key aspects of collective impact work.

Collaboration Multiplier is an interactive framework and tool for analyzing collaborative efforts across fields. It is designed to guide an organization to a better understanding of which partners it needs and how to engage them, or to facilitate organizations that already work together in identifying activities to achieve a common goal, identify missing sectors that can contribute to a solution, delineate partner perspectives and contributions, and leverage expertise and resources. Using Collaboration Multiplier can help lay the foundation for shared understanding and common ground across all partners. Based on the understanding that sectors often have different understandings of issues and divergent reasons for engaging in the same effort, Collaboration Multiplier helps partners navigate differences to find approaches that advance their objectives simultaneously. Collaboration Multiplier can be used at different stages of collaboration, and is designed to complement and inform Prevention Institute's Spectrum of Prevention, which promotes multi-level strategic action as a best practice for primary prevention.

We find out how government can be a catalyst for creating a wide stakeholder table on sustainable and equitable development goals. We learn from organizations that have assisted with the formation of these initiatives and draw out insightful principles to organize and implement these initiatives. We spend some time understanding the critical role of data and measurement and how they help to define and refine the initiative. While these initiatives are still taking shape across the country, we welcome the potential of collective action as a bold approach to bringing about innovation and wide-scale systems change in and for low-income communities.

  • Developing the Ingredients Necessary for Successful Cross-Sector Collaboration: Where Research Meets Practice

Initiatives to institute environmental and policy change in community, to reduce obesity and promote active living, call for the participation of multiple stakeholder groups. These initiatives not only require collaboration across disciplines, but across cultural communities as well. Building relationships is important, but what factors are key in determining the success of a collaborative effort? Participants explored promising practices for building healthier communities through cross-sector collaboration, learned about 20 evidence-based factors that, when present, can increase a group's likelihood of attaining shared goals, and engaged in hands-on exercises to assess their own collaborative initiatives (both those existing and under consideration). This workshop was aimed at improving collaborative knowledge and skills among public health and community development practitioners at all experience levels.

  • Implement the National Prevention Strategy

Numerous factors outside the healthcare system — including housing, education, transportation, the availability of quality affordable food, and conditions in the workplace and the environment — often play a large role in public health so working across agencies to identify and develop reforms can have a major impact in improving the health of all Americans. If every federal agency focuses increased attention on prevention and health promotion, benefits will flow to the public’s health and will help each agency fulfill its mission. Trust for America's Health (TFAH) provides recommendations for the Federal Government and examples of actions being taken to implement the National Prevention Strategy.

The involved agencies each have their area of expertise, as discussed in the Roles and Responsibilities section. Therefore, agencies must learn to work together to leverage their strengths to the greatest advantage of the community as a whole. At its core, interagency collaboration holds the promise of accomplishing something jointly that one agency alone cannot accomplish.

  • Scaling Up Energy Access through Cross-sector Partnerships

In this study, over 40 experts from across the private, public and civil society sectors were consulted; existing barriers to providing off-grid electricity to rural households were analyzed; promising and innovative approaches were further understood. The result: a “cross-sector partnership framework" was developed as a starting point for new cross-sector business models on energy access in peri-urban and rural areas. A profit and loss (P&L) methodology has also been developed to measure and quantify the economic, environmental and social impacts of rural electrification and thus support the business case.

  • The Healthy Communities Initiative

The Healthy Communities Initiative was designed to enrich the debate on how cross-sector and place-based approaches to revitalize low-income communities might both revitalize neighborhoods and improve health. The idea is simple: those who work on making low-income communities function better (by building high-quality affordable housing, financing small businesses, and creating community assets such as charter schools, clinics, or daycare centers) should work closely with the health sector to coordinate those community-improving efforts in a way that promotes better health outcomes over the life course. The Federal Reserve System and the Robert Wood Johnson Foundation created the Healthy Communities Initiative to encourage stronger linkages between the two sectors and move them forward towards a healthier future.

  • The Mobilizing Action Toward Community Health Partnership Study: Multi-sector Partnerships in US Counties with Improving Health Metrics

Multi-sector partnerships are promoted as a mechanism to improve population health. This study explored the types and salient features of multi-sector partnerships in US counties with improving population health metrics. We used the “Framework for Understanding Cross-Sector Collaborations" proposed by Bryson, Crosby, and Stone to guide data collection and interpretation. Comparative case studies were conducted in 4 counties selected on the basis of population, geographic region, an age-adjusted mortality decline better than the US average, and stable per capita income. Data were collected through website and report reviews and through in-depth interviews with key informants (N = 59) representing multiple sectors. County reports were developed and cross-case themes related to partnership types and salient features were derived.

Data has become the backbone on which we base our health decisions. That puts a great deal of pressure on communities to understand the data they receive, to interpret that data correctly, and then use it in the way it was intended. The National Committee on Vital and Health Statistics (NCVHS) recently released the Toolkit for Communities Using Health Data to assist organizations in looking at data systematically. The purpose of this Toolkit is to support communities that are using data by promoting sound stewardship practices, while helping them avoid the missteps and potential harm that can result when data users fail to follow sound data stewardship practices.
