Zahray-ye Bala Rural District (Persian: دهستان زهرائ بالا) is in the Central District of Buin Zahra County, Qazvin province, Iran.

At the National Census of 2006, its population was 14,228 in 3,599 households.[3] There were 15,225 inhabitants in 4,367 households at the following census of 2011.[4] At the most recent census of 2016, the population of the rural district was 14,023 in 4,320 households. The largest of its 41 villages was Esmatabad (now a city),[5] with 2,986 people.[2]
