Get to the point in the game where you've beaten the Santalune City gym.

Go to Camphrier Town. From there, take the west exit to reach Route 7.

At the split, go north until you reach Palais Lane.

Go north through Palais Lane until you reach the Parfum Palace.

Go to the gate, and pay the man 1000 Pokédollars to open the gate to the palace.

Go into the palace. Go through the doors in the middle to enter the garden.

Go over the bridge, and from the statue, go west until you reach a maze.

Go into the maze, and go north until you reach a split. Go right, and you'll find a yellow Poké Ball which contains Cut.
