Steps

    Get an Eevee; go to Cyllage City. If you do have an Eevee, skip this and go to Step 4.

    Go across the bike raceway and go to Route 10. Then, go run back and forth in the flower patch with the yellow roses.

    When you encounter an Eevee, check for these requirements.
    • Male or female
    • Preferably level 19
    • Must have a Fairy type move

    If you catch/caught it at level 20, you might have to wait a while for when it's level 29, which is when Eevee learns Charm.

    Put the Eevee in Pokémon Amie.

    Feed it Poképuffs until it's full, then, play a short game, feed Poképuffs, and repeat this cycle until a bunch of hearts just come shooting out of the Pokémon.

    Get out of Pokémon Amie.

    Level up the Eevee to level 20/30.

    Congrats! Eevee should evolve into Sylveon! If you get another Eeveelution, you might have missed a step.
